Determine who to target with your social media and why. Make your targets niche for greater effect and join in the groups discussing issues relevant to your business and clientele.

There is a huge variety of social media available, review what your targets are using and why and try to choose a cross section of different social media to generate the greatest chatter. Consider using blogs, networking sites, real-time updates, review sites....etc.

Decide what your measure of success will be, this could be followers, views, comments or subscribers.

Unless you have unlimited resources, the chances are you will not be able to write open cheques for social media. Just as well social media can be more cost effective than other more traditional marketing. Consider a mix of social media and traditional marketing methods to work together with the best budget you can afford.
